Final QL of De'Valos Sleeves?

I notice that if you use ql300 Powdered Viral Bots, you get a pair of ql200 sleeves.  I was wondering for any ql below ql200, will you get the same ql sleeves as the viral bots?  Mainly wondering if buying ql165'ish viral bots will net me a ql165'ish De'Valos Sleeves or will it be lower?

well I cant comfirm it myself, but thats what I heard

i combined myself QL 256 powdered + 193 sleeves  for QL 200 de valos

QL of De'Valos sleeve = QL of the powdered viralbots used, unless bots are 200 or higher, in which case De'Valos is ql200. Have seen a lowbie sleeve made from same ql lowbie viralbots, using a higher ql cyber sleeve.

Thanks, thats what I was looking for.  Now I just have to find some bots at the top end of TL5.

The final QL was dependant on the bots.  I used 2x QL172 Cyber Sleeves and QL161 and QL166 Powdered Viral-Bots and got QL161 and QL166 De'Valos Sleeves.
